AmCham St Petersburg is now a member of a number of the regional governmental councils including:

Recent high-level events:

  • A roundtable on the St Petersburg and Leningrad Oblast Labor Market Development, featuring Dmitry Yalov, Vice-Governor of Leningrad Oblast, and Dmitry Cherneyko, Chairman of the St Petersburg Committee for Labor and Employment.
  • A roundtable with Irina BABYUK, Chairman of the St Petersburg Committee for Investment. 
  • A roundtable with Maxim S. MEYKSIN, Chairman of the St Petersburg Committee for Industrial Policy and Innovation.
  • About 200 top executives of AmCham member companies, regional government officials and diplomats took part in the traditional Annual Meeting of the Chapter on April 2. The meeting was led by Andrew Somers, President and CEO, AmCham Russia. The special guests were Dmitry Yalov, Vice-Governor of Leningrad Oblast, Maxim Meyksin, Chairman of the St Petersburg Committee for Industrial Policy and Innovation, and Alexey Belous, Deputy Chairman of the Leningrad Oblast Legislative Assembly.

Draft law on general prohibition of secondment 

Comments and input from Chapter members were forwarded to Moscow HQ, which has been actively working to prevent the amendments  to the labor law that prohibits the recruitment of temporary staff.

The second reading of the Law has been postponed

Labor legislation on disabled employees

Collected legislative amendments from the St Petersburg members were delivered to the Russian Ministry of Health and Social Development and the State Duma via AmCham’s Moscow HQ.

AmCham is now exchanging suggestions on the legislative amendments with the Ministry

Waste water norm application in St Petersburg

Following the meetings with the St Petersburg environmental prosecutor and representatives of Vodokanal, data and comments from the St Petersburg members were delivered to the Ministry of Natural Resources and Environment through AmCham’s Moscow HQ.
A Special Working Group established.

Industrial zones development

Information on the needs of the Shushary industrial zone – as a pilot project – was collected and the federal program for financing identified.

Collected data and a project proposal have been submitted to the St Petersburg Government

Engineering infrastructure development in St Petersburg and Leningrad Oblast

In order to collect information on particular infrastructure problems of member companies in both regions, questionnaires from the St Petersburg Committee for Investment and the Leningrad oblast Committee of Economic Development and Investment Activity were sent to AmCham members.

Collected responses have been submitted to the St Petersburg Committee for Investment.

St Petersburg Career Guidance program

AmCham members were invited to take part in the city Program on professional guidance of school children, and a plan of activities is being developed jointly with the St Petersburg Committee for Education.

Demand in labor force in
St Petersburg and Leningrad oblast

Following a roundtable with the St Petersburg and Leningrad Oblast Committees for Employment, AmCham asked its members to provide data on their needs: please fill in this Questionnaire if you have not done so yet. Collected information will be forwarded to city and oblast authorities.

The due date for submission to the Committee for Employment is April 10, 2013

AmCham Success Stories

Attestation of workplaces: input from St Petersburg member companies was collected and passed on to the Russian Ministry of Labor and Social Security through Moscow HQ. Latest changes: mandatory attestation of office staff workplaces has been cancelled (Order № 590n of the Russian Ministry of Labor and Social Security of December 12, 2012).

The Leningrad Oblast investment law: AmCham took an active part in the discussion and development of new Leningrad Oblast legislation, and contributed suggestions from its members in order to protect their interests. New Oblast  Law N 113-oz on the “State Support of Organizations Engaged in Investment Activities in Leningrad oblast, and Amendments to the Certain Legal Acts of Leningrad oblast” was adopted in December last year.
